Each year with the release of updated census population estimates, Election Data Services conducts a congressional reapportionment study. This annual study identifies states that would gain or lose representation if the census estimates were used to reapportion the U.S. House of Representatives. Findings of the annual congressional reapportionment studies are published in reports that highlight the biggest gainers and losers among the states, and point out trends through comparisons of recent studies with earlier studies over the past decade.
