Nearly one-third of the nation’s registered voters will face new voting equipment this November, compared to the November 2004 election two years ago. Since the turbulent presidential election of 2000 and the enactment of the Help America Vote Act (HAVA), jurisdictions with 63% of the nation’s registered voters have changed their voting systems, marking the largest shift in voting equipment in the nation’s history.
